A BILL to amend article six, chapter twenty-four of the code of
West Virginia, one thousand nine hundred thirty-one, as
amended, by adding thereto a new section, designated section
twelve, relating to local emergency telephone systems;
providing for the establishment of a local policy for the
dispatching of emergency towing services under certain
situations; and requiring certified tow operator.
Be it enacted by the Legislature of West Virginia:
That article six, chapter twenty-four of the code of West
Virginia, one thousand nine hundred thirty-one, as amended, be
amended by adding thereto a new section, designated section twelve,
to read as follows:
ARTICLE 6. LOCAL EMERGENCY TELEPHONE SYSTEM.
§24-6-12. Dispatching of towing services for emergency towing of

vehicles; exceptions.
All public safety units and public agencies that have an
emergency telephone system or an enhanced emergency telephone
system shall develop a local policy that provides for requests or
dispatches of towing services located in the area that the towing
service is needed, for purposes of having a motor vehicle towed in
an emergency situation, among all available towing services
registered as common carriers with the public service commission
pursuant to the provisions of section two-a, article two, chapter
twenty-four-a of this code to tow vehicles in an area where the
local emergency telephone system has jurisdiction.
NOTE: The purpose of this bill is to require counties to
develop a local policy for the dispatch of wrecker services.
